Phase 1: Benchmarking Study, Interim Governance Framework and Online Portal
Phase 1 focuses on preparing the groundwork for overseeing the Master Plan development process.
The main activities include:
- Benchmarking Study: Review international experiences with economic corridors to extract relevant lessons and best practices for the Lobito Corridor.
- Governance Framework: Propose an interim governance structure to coordinate initial activities, engage stakeholders and support the development of the Master Plan until a more permanent structure is established.
- Online Portal Development: Design and launch a web portal to centralise information about the corridor, supporting transparency, investor engagement and public access to relevant data.
Phase 2: Data Collection, Preliminary Studies and Strategy Definition
Phase 2 will focus on collecting critical data and conducting preliminary studies to establish a strategic baseline for the master plan.
The main activities include:
- Data collection and GIS platform development: Collect and process primary and secondary data across all economic sectors, including agriculture, industry, infrastructure and socioeconomic indicators — focusing on geospatial data and its integration into a single, user-friendly platform that will underpin the management and monitoring of the Lobito Corridor.
- Stakeholder mapping and engagement: Identify key stakeholders and develop an engagement plan to ensure meaningful consultation throughout the Master Plan process.
- Socioeconomic diagnosis: Assess the main socioeconomic sectors and their growth and diversification potential.
- Transport and logistics assessment: Analyse infrastructure gaps and propose initial improvements to enhance connectivity and logistics efficiency.
- Assessment of Economic Sectors and Diversification Potential: Analyse the current state of key economic sectors such as agriculture, industry, retail and services, identifying growth opportunities, diversification and improved market linkages.
- Preliminary strategy definition: Develop an initial strategic framework for the corridor, based on international best practices and stakeholder inputs.
Phase 3: Core Strategy Development and Master Plan Finalisation
Phase 3 will involve detailed thematic studies and strategic planning to consolidate all findings into a comprehensive master plan.
The main activities include:
- Public Services and Utility Networks Assessment: Evaluate energy, water and digital connectivity infrastructure to identify investment needs.
- Review of Concessionaire Practices: Analyse the effectiveness of corridor concessions and identify best practices.
- Environmental and Climate Assessments: Conduct Strategic Environmental Assessments and climate risk assessments to ensure sustainability and resilience.
- Skills Development Assessment: Evaluate workforce capacity and identify areas for training and development.
- Financing Strategy: Develop a detailed financing strategy to support implementation.
- Finalisation of Thematic Studies and Roadmap: Refine studies based on feedback and consolidate the Masterplan into a strategic roadmap with actionable recommendations.
